Rhode Island Ban on drug coupons is overturned

PROVIDENCE, Rhode Island -- A signing ceremony was held Monday at the Statehouse for a bill that ends Rhode Island’s ban on the use of manufacturers’ discount or rebate coupons for prescription drugs.

The bill was approved by the Senate and House of Representatives during the legislative season and officially became law earlier this year. It was introduced by Sen. Daniel Issa.

"This is a way to help our citizens better afford medications, with no cost to our state," said Issa, who represents Central Falls, Cumberland and Pawtucket. "I have spent many years in the General Assembly trying to find ways to help our citizens -- and especially our seniors -- deal with the rising cost of medications. I want to do more to help our residents afford the medicine they need, and this new law is another step toward that goal."

According to Issa, the new law rectifies what he believed was an overly stringent section of Rhode Island state statutes.

That law, a version of the federal Medicaid statute that is designed to prevent pharmaceutical kickback schemes involving Medicaid recipients, expressly prohibited the use of manufacturers’ coupons. Rhode Island was one of just five states with such a strong prohibition, according to Issa.
